1.4 to consider possible new allocation to the amateur service on a secondary basis within the band 5 250-5 450 kHz in accordance with Resolution 649 (WRC-12);
RCC position:
The RCC administrations do not support the allocation of the frequency band 5250 – 5450 kHz or part of this band to the amateur service on a secondary basis, due to its extensive use by fixed / land mobile services and oceanographic radars, as well as to the probability of interference to existing systems from amateur communication stations.

The RCC administrations are of the view that justified spectrum requirements of the amateur service and the need for protection of the fixed and mobile services in the frequency band 5250 – 5450 kHz, as well as protection of systems operating in adjacent frequency band should be taken into account in the studies on additional allocations to the amateur service in the frequency band 5250 - 5450 kHz.

Preliminary CEPT position:
CEPT considered the two following options
OPTION 1: CEPT does not support allocation to the amateur service of any portion of the frequency band 5250-5450 kHz on a secondary basis since compatibility between the amateur and fixed services will be quite complicated
OPTION 2: CEPT supports a secondary amateur allocation of xxx kHz pending a proposal from CEPT administrations and the outcome of compatibility studies.

The Administrative Council (AC) of the International Amateur Radio Union (IARU) held its annual meeting on 21 and 22 September 2013 in Cancun, Mexico. The AC is responsible for the policy and management of the IARU and consists of the three IARU international officers and two representatives from each of the three IARU regional organizations.

Here is a summary of the discussions and actions:


2.    The Council discussed the issue of some member-societies failing to represent all of the amateurs in their country.  For example, some do not participate in their regional organization activities, some do not pay their regional dues, some are unwilling to handle non-member QSL cards even on a cost-recovery basis and some even fail to respond to inquiries from their regional organizations.  In many of these countries, there are other non-IARU member-societies.  The Administrative Council is studying ways to work with the non-IARU societies to ensure that the interests of all the amateurs are represented in those countries where the IARU member-society fails to do so.  Possible solutions to the situation include establishing communications with the non-IARU societies to allow input from the country's amateur community on IARU and amateur related issues or by recommending the use of QSL bureaus that will service all the amateurs within a particular country.
